Fallout 4 version 1.12 has arrived on PS4, and it brings limited mod support to Sony’s console. Given that Vanilla_Thunder’s Developer Room will be popular and it’s currently giving some wasteland developers trouble, here’s a guide for how to install and find it.
As its name implies, Fallout 4’s Developer Room mod is a user-created space that contains every single item found in the main game. That means if you want to grab some sweet Power Armor or a hot weapon in a matter of seconds, this is the best way to do it.
First it helps to know how mods are installed. With the 1.12 update fully loaded on your PS4, go to the mods section of the main menu and sign in or create a Bethesda account. Those who recently installed mods for Skyrim Special Edition, for example, can use the same credentials. The rest is simple. Just pick the desired mods from the menu and install them.
It’s worth noting that PS4 is limited to 1 GB of mod space and that some mods may require others to work. Look at the individual descriptions for help there. It’s also possible to change the order in which mods are loaded. Mods that are dependent on one another should be loaded around the same time. In this particular case, just look for Developer Room and install it.The developer’s description of the mod says it “adds a door near Sanctuary” where the items can be found, but that’s not very precise. To truly find the Developer Room, head to the Sanctuary workbench, turn around and you should see a yellow house with a busted fence. Go through the hole in the fence and keep moving forward through the second fence hole. Ahead of that should be the Developer Room door pictured below. Grab the items inside and have fun.

No, the command console isn't available on console versions of the game.
From the wiki page (emphasis mine):
Ps4 Fallout 4 Dlc Prices
The console is a debugging tool in the PC version of Fallout 4. It is useful for altering content while in-game, but may be used to cheat as well. It cannot be used in the console versions or in Survival mode.

nope. use of the console is not supported or recommended on PC. that kind of thing isn't permitted on consoles anyway

The console (~) isn't available for any console version of the game - PS4 included.
It's unfortunate, because the console is very much needed to get around some in-game bugs (some are game-breaking) such as the Tato Repair issue at Abernathy Farms.
Bethesda never keeps up on their patches for bugs like this, which makes having access to the console (~) extremely valuable.

The PlayStation 4 Pro support patch for Fallout 4 arrived this week, delivering 1440p resolution, increased draw distances and enhanced Godray effects. YouTube’s Candyland created a video demonstrating the small but significant enhancements players can expect from the patch.
While the enhanced resolution is an obvious benefit, things like draw distance and enhanced Godray effects are a bit more subtle. Take the screenshot above. On the left, the plain PlayStation 4 version, which looks just fine, until you see the game running with the Pro patch. The grass and bushes that would otherwise pop in as you travel are in full effect on the left, adding to the relatively realism and depth of the scene.

It’s not just the grass, but texture details in general that benefit from draw distance. Check out the ragged edges of the roof in the picture above.

As for Godrays, these are shafts of light coming from the sun, peeking through clouds and other objects. The actual term for them is crepuscular rays, but Godrays sounds much cooler.
The changes here are a bit more nuanced, but the Candyland folks found an excellent example.

The PS4 Pro patch version’s Godrays are much sharper than the regular version, with a slight flicker that distorts the lines of the object they’re peeking through.

The Fallout 4 PlayStation 4 Pro patch is indicative of the sorts of subtle changes patched games receive on Sony’s enhanced console, outside of obvious resolution and frame rate enhancements. It’s the little things. Check out Candyland’s full video below for more examples.
